Military Measures -- Chapter 2 -- Part One -- {A Mysterious Organization}
#6 of The Beginning
The group made their way to the Bureau led by a mysterious man who went by the name Kiyoshi. The city was not as glamorous as it was bright, the young Lucario, Jason had thought. There was treacherous crimes, a tight security system to top that off. The man before him, was he even real? Jason widens his view of the situation and received odd results.

Well, I decided to make this a part by part chapter again, since I have yet to figure out what to do with the group's current situation. ^^ But fret not, I'm sure I'll think of something. But here, I've explained some mechanics in the story, and some minor characters. But I do think I should go and progress with part two so this chapter makes any legible sense. So, until then, here.
I also decided to minimize prose writing, so that the adjectives and infinitives won't be painful in the eyes like I have in previous chapter parts. Prose writing doesn't fit correctly in a fanfiction.

The group finally had caught up to the odd male via a teleportation. As the three figures emerged from the purple ring, they were blocked by a golden gate, white walls stretching out from it. Inside, a giant mansion-like structure towered as it boasted its prestige. It truly was a roaring dragon atop a hill, the headquarters. It was a respected monument, since the building was an ancient landmark, though refurbished and renovated, it was still the foundations of a powerful vigilante group.
"Wow, I didn't know someone could be so fast." Remarked Jason as he was astounded that even this mysterious person had came first despite travelling through faster means. Could he be using a nonchalant expression so that enemies underestimate him? That was very clever.
"Well, that's Kiyoshi-senpai. He invented something faster than ExtremeSpeed. He calls it Soul Step." Guren explained, a bit tired from the expended energy she used for the teleportation.
Jason tilted his head in confusion. "Soul Step?" he asked, rubbing his hand over his blue hair.
"Soul Step is having your ethereal self travel through something called a Spirit Void. Apparently, the spirit travels faster than your physical body. It's like teleportation, but your spiritual form leaves your body to quickly travel long distances. It puts the body at very high risk in battle, but Kiyoshi-senpai is so versatile in the technique, he actually uses it in battle." Guren elaborated, her eyes sparkling in passion. "While your ethereal form is away from your body, there is a risk of dying when you get hit. Kiyoshi-senpai has been nicknamed with the moniker, King of the Spirits for his innovation. He's the fastest to ever use this technique."
"Wow!" Jason exclaimed his body perking up in intrigue, a wide grin showing his pointed canines. "I wish he'd teach me that." he said, after smiling sheepishly.
"Well, there is someone who's mastered that and actually rivals Kiyoshi-senpai in the technique." Guren said, looking over at the reaction of the fur coated male.
Jason tilted his head in curiosity once more. "Who?" he asked.
"Well.. it's Raiki." Guren said as she smiled sheepishly as Jason did. "When he was seven years old, he almost beat Kiyoshi-senpai at a Soul Race. But Kiyoshi-senpai told him he wasn't even using 35%." Guren chuckled as a confident smile showed on the Lucario's face.
The smile, however, faded and had the curious child look over at the older male with blond hair. He seemed very relax, as if stress never had hit him. "That Kiyoshi guy seems so calm." he said to himself, admiration exponentially flowing inside him. His training in the art of speed had been rivaled it seems, and Jason wished to better himself in that aspect. Being a versatile Fighter-Steel type, a speed boost was obviously a good start.
Very curious to know more, Jason nudged the Gardevoir softly as he whispered lowly to her. "Why's he so happy?"
Guren bit her lower lip as she adverted her eyes away, trying to keep her answer from spilling anymore confidential information. There was a lot of Kiyoshi that no one ever knew, he was a man treading a path of mystery. Then, suddenly, a voice rang inside Guren's head, it seemed to be Raiki's.
'Behind that smile, is a broken heart. A broken man, a broken soul. A broken mind.' his voice resounded.
A pale bulge of saliva ran down the Gardevoir's esophagus as he turned over to Jason. "He's.. mysterious. No one really knows." A fake smile, she attempted.
She was rewarded with a suspecting brow raise from the Lucario, who did not respond to her obvious evasion of the actual question. Jason may look innocent, but his mind deciphered a lot of what was happening around him. It was his Kiyoshi smile. The innocence had opponents underestimate him, only to show a very aggressive fighter in combat.
"KIYOSHI KITSUNE - HEAVENLY TRIO, IDENTIFICATION VERIFIED. ACCESS GRANTED."
The group entered through the gates as the blonde male entered in some sort of finger print into a scanner. Jason, Guren and the prestigious woman from before followed the man known as Kiyoshi.
Automatic double doors opened for the odd group, the tall male still holding two unconscious bodies entering. The male looked around the hustled environment as people scattered across the room as if they were late for something. This was the esteemed Bureau, a highly technologically advanced facility serving Shinzuku City as voluntary vigilantes. They were not part of a police force or any form of authority, but they were given right to establish headquarters by Shinzuku City's own governor, and an esteemed professor at Tokugawa High School.
The group was greeted by a young Luxio, who beamed as he saw Kiyoshi. "Kiyoshi-senpai, how was your shift outside the borders?" he asked, a high pitched and cute tone echoing the busy lobby.
"Oh, yes, it was nice and quiet." Kiyoshi gave the male a smile of his own, but it had a hint of sadism. It seemed like a sly lie, but it was indecipherable. "Raidai, can you please call the nurses immediately?" the male cooed in a soft voice.
"Sure, but what for, I don't--" Raidai's eyes widened in surprise at Kiyoshi's two fur tails as one of them had his brother clenched inside. "Nii-san!" he exclaimed, scurrying towards the tail as he caressed the cheek of his damaged brother. "What happened, Kiyoshi-senpai?" the young Luxio asked, tears slightly forming around the base of his eyelids.
The Ninetails sighed as he closed his eyes in dismay. "Your brother has been apprehending criminals, but he threatened to kill this one." He said as he raised his other tail to show the unconscious Garchomp. "And you know we have a strict code." Kiyoshi explained, electing a nod from the young boy. The little boy scurried off to call for the nurses, evading the incoming personnel walking about.
Jason leaned over to Guren once more, covering the side of his mouth into a whispering form. "Who was that?" he asked, curious once more.
"Oh, that's Raiki's younger brother, Raidai." Guren said as her eyes slowly followed Raidai's direction into the nurse's office. She knew her way around here, given that her brother is a esteemed member of the group. Kiyoshi then looked at the Gardevoir with his crimson, bloodshot eyes, following it with a smile that screamed death. It was an alluring trait, although a very intimidating one.
Guren shivered at the fox's expression as she looked away iridescently. The tall male leveled down as he neared his face towards the Gardevoir. "Have you seen Kanpeki anywhere, Guren?" he asked, both eyes closed due to the incoherent smiling he's been doing. Placing a finger onto his lower lip, his eyes darted up. "He wasn't at our usual meeting place."
"A-Ah.." Guren stammered, beads of sweat forming upon her temple. "I guess he didn't tell you then? He's in an important business in Okinawa." Guren gave her own sheepish smile.
"Ah, that explains it." Kiyoshi responded, still smiling in his own right. The nurses came rushing and rose both brows for the Ninetails in surprise. He placed the two unconscious boys in both stretchers as both his tails retracted back into his undergarments, hidden once more. Kiyohi flashed a hand sign, as he signaled his leave. "Well, I'll be off." he said as he disappeared within the crowd.
"He'd just leave us.. j-just like that?" Jason said as his upper eyelids rested half-lid in disappointment.
"Don't worry, we could always to my brother's office, he won't mind." Guren said taking Jason's hand and darting across the lobby, shoving some people away who didn't seem to care. The duo completely left the self-proclaimed CEO in the dust. The Swanna reached out her hand, as she tried to protest. There she was, left alone as she sighed. Guren and Jason had completely forgotten that they had a visitor.
The Swanna then took a seat within the confines of the lobby, as she waited for someone to accompany her. She would have really wanted to reward those who had saved her, but of course, her savior was under intensive care and his friends were off to some destination only Arceus knows where. A large man, heralding a beard approached the Swanna as he gave her a wide grin.
"You seem to be lost, miss. Might I assist you?--" A deep voice was interrupted as he realized who he was speaking to. "Ryusai-san! Wh-What brings you here? Have I had unpaid taxes this time?" The buff Luxray's voice cracked as a bead of sweat formed upon his temple.
"No, no. I'm just here to give my token of gratitude to a Luxray who saved me." Shikigami Ryusai smiled as she gestured the masculine Luxray. "Anyways, you have more time to pay your dues, Kizu-san." she chuckled, giving him a playful and evil smirk.
"Thank goodness, I-- wait, you said there was a Luxray who saved you?" His train of thought interrupted, this talk of a Luxray who saved her intrigued him since there are very few Luxray in Shinzuku, and all of them had to come from the Kizu Clan. "What does he look like?" he asked, hurriedly.
"Um, well, the specific features that make you handsome Luxrays. He was tall, very well built but slender in size. He also wore a leather jacket with a furred neck. Quite like yours but he wears it all the way, up to the sleeves, unlike you." The Swanna tapped her chin as she tried to remember Raiki's features. "Ah, he had a cute little star tattoo beneath his neck too!"
"Star tattoo?! That's Raiki!" he exclaimed as he found out the ghastly revelation. "He's my grandson!"
"Oh, is he? Well, some Ninetails carried him over here with my assaulter. He saved my life." she smiled as she contrasted the grim face of the large and bulky Luxray.
"Kiyoshi!? He's supposed to be on leave for this month, what's he doing?!-- Agh, pardon Ryusai-san, but I must go check on Raiki!" The large male ran off towards the direction of the Audinos who carried the two injured teenagers.
"But, Kizu-san I--" The Swanna held her hand out as she pouted. She was left alone once again. "Darn it."
Meanwhile, deeper inside the building the duo Guren and Jason had reached a floor, showcasing three large double doors about 40 meters high. One was marble white, with gold embellishments, it had the face of a long nosed hermit complete with a black beard, crossing its arms in an intimidating fashion. Behind it was glamorous artwork of a ravaging storm; it was also right in the center. One the right, a mix of white, green and purple embellished this door and it had the designs of a long robed woman with horns on her head, duel wielding what it seemed like two katanas. Behind it was the darkness of night, and a bright full moon. And lastly, on the left was a bright and glimmering door of gold, embellished with the colors of fire. A male with nine tails was the artwork of the door, and behind him, the sun shone brightly in all of its colors.
Jason stared in awe of the three doors, and wondered, who could possibly be in one of those? So he asked Guren, as always. "Care to tell me more about these?"
"Oh, yes." Guren beamed. "These three represent the Heavenly Trio of the Bureau, all of which who are powerful innovators and have learned from the descendants of the first Pokemon who had created this group. The center, Byakurai Kizu of the White Storms, a powerful user of Lightning and Dark based attacks. His avatar release has been utilized by few of the Bureau. He's also the eldest of the three." Jason's head tilted as he was curious why only a few have learned from a powerful miser.
"Why are there only a few who've learned this? And how is he related to.." Jason frowned. "...that guy?"
"Because.." Guren smiled a bit hesitantly. "Everyone who attempted to use this died. Only a few survived." Jason's eyes then widened and shivered at the thought. He took a glance over the gigantic avatar like artwork staring back at him, eating his soul up as he gulped in nervousness. "Also, he's the grandfather of Raiki. Basically, he inherits this birthright when Byakurai-sama retires since Raiki's dad doesn't want to involve himself in this."
Jason nodded in understanding.
"The next on the left is Kiyoshi Kitsune, King of Spirits. You've met him earlier, and know of his title. He also specialized in Fire based attacks, so powerful they could purge the unholy. He's also very young too. Kiyoshi-senpai is only about 26 years old when he joined the Bureau. He was a very relaxed person, and didn't always smile like now. Something happened.." Guren looked down, her eyes sensing that it was confidential to Jason about these secrets, so she kept quiet.
"Well, on the right.. is well. Kanpeki Kagayaku, Master of the Blades. Who specializes in hand to hand combat, Fighting based attacks, like yours, Jason. And he's been feared for causing types of ghastly illusions that broke a lot of minds, with his Psychic abilities. He also wields katanas as weapons, and is.." Guren bit her lip, as her face directed towards the ground, she paused for seconds at a time and didn't speak for half a minute.
"Um, well, Guren?" Jason asked awkwardly.
"He's my older brother." Guren said in a very cold tone.
