It concerns the character of cecil, a serial killer created for the swat kats universe. it peters out at the end, but otherwise to this date i think it's one of my better works. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ nightime in megakat city.
